As far as I'm aware there are two, the original theatrical cut and the later director's cut which was released on DVD. Is there a third one like the television edit for The Wrath of Khan?

Could possible be it, or could be a first cut or something. We need clarification lol As Wolfie says, there are three. The theatrical cut, the first home video cut on VHS and pre-2004 DVDs (which only has very minor changes) and the 2004 special edition. That features new scenes of Spock and Scotty inspecting the torpedoes that caused all the trouble, a new scene of Admiral Cartwright and West talking aout how they plan to rescue Kirk and McCoy (which is fun as a few years later they'd be Sisko's Dad and Odo in DS9!) and also quite a few new shots in wide angle rather than close up, giving us better looks at the Klingon court. The scene where the bridge crew confront the traitor also uses a different take. The bluray only has the theatrical. The only way to get the 2004 version is to buy the 2-disc DVD (available dirt cheap in Region 1 and 2).

Yes, because it is the alternate cut 2 new scenes, alternate takes, new edits, new shots. If you buy the bluray set - you don't get that. If you have any version pre-2004 you don't get that. I'm not sure what version post-2004 DVD boxset versions of the movies have.

Not sure why, given any issues stopping them being on HD wouldn't apply to the SD DVD. I guess they want a "standard" version of the films across DVD and bluray.

Maybe the theatrical cuts sell more than the director's ones typically do? I wouldn't say die to a Director's Cut Blu-ray release of The Undiscovered Country just yet, it's entirely possible that with Meyer on as a creative consultant for Discovery that they'll re-release it to tie into the new series.
