There is a lot of speculation about the season D rights. How much is actually known?
Are some of the rights held by Boucher? What about the estate of Vere Lorrimer, how much creative input did he have?
Were the 2 both BBC employees at the time, does that mean some of the rights are with the BBC?
We do know BF have used other Boucher-created material (Kaldor City in Robophobia) even before Star Cops and we know they have a good relationship with the BBC so it's difficult to see why those potential rightsholders would be an insuperable problem. We also know the BBC did 2 radio plays set in season D in the 1990s so the rights are, or at least were, not totally unobtainable.
Interested to see what others think and what is actually known.
I've Not seen anything definite but I believe the opinion is Boucher owns the character rights on Soo-lin , Scorpio and Slave but in order to use them terms have to be agreed between him, the BBC and the Terry Nation Estate/ B7 Media, as opposed to Star Cops and DW stuff which was solely his for BBC to use and re-licence to BF.

...One thing I've been wondering about is what Terry Nation's estate think of the series D - IF (Note I have NO inside information) they sold the rights to Big Finish on the condition that none of the season D additions are included then no deals with Chris Boucher will help.
I gather that Hagemnnons (or however they are spelled) are not in any version of Hitchiker's Guide to the Galaxy other than the original radio show because Douglas Adams wanted to be the sole creator - so some creators may resent additions from other writers and want them excluded
