So yes, that’s the reason. Everyone - including Eve - was keen for the 2017 stories to happen, knowing that there’s always room for Gwen’s story to continue to be told elsewhere. Aliens Among Us is one of the trickiest productions I’ve ever had to schedule, and we were very grateful to Eve for being open with us about her lack of availability from the outset… otherwise, as I say, we’d still not have it recorded.
As for what she’s doing elsewhere… at the time, she was working flat-out on Victoria, and subsequently learned Welsh to film the dual-language drama Keeping Faith/Un Bore Mercher which is no mean feat (starts next week in English). She’s also a wife and a mother, does a lot of charity runs, etc. She’s one of the most amazingly dedicated and busy people I know, and I don’t think anyone can begrudge her wanting a personal life alongside work.
And, you know, there's a balance to these things... Aliens Among Us was always about shaking things up and establishing a new team. That's in addition to stories with the classic team, rather than a replacement for them. At the end of the day, there's more Torchwood than ever - including stories with Eve - and that's a lovely thing!

{Spoiler}I am very overdue for soem serious fan letters to many people but as sad as it made me I feel this was coming for awhile. I love Gwen. Eve gave one of the most intense performances of being rejected in series 1 of torchwood that it made me an Eve fan for life. Eve's performance just has always had a lot of nuance to it and it shows in TW, Broadchurch and I am sure her new projects as well. But Gwen has felt at odds with Torchwood to me since Miracle Day. A lot of what happened in Miracle Day clearly damaged her and although I am not sure her personal post MD timeline the series 5 finale made perfect sense. It was completely in character and made sense. Do I see a chance of her showing up for an episode or 2 in series 6? Maybe.....But I think her character arc has been leading to a long break not because Torchwood is done but because she can honestly rest and take a real break. Gwen's earned it.And I am of course excited about Eve still being dedicated!!!! Clasic TW pieces and even a future cameo are always welcomed but Torchwood can finally for once function without her and she has earned it.
