I've kind of been ignoring this thread for a while. Why? Well, because I find myself somewhat at odds with the question, let alone any possible answers.
We're asked "Violent crime among youth - what can be done?" without real context, so I'm left thinking what special about "youth" here? On one hand surely we'd all like to see an end to all violence and on the other, are "youth" at this time particularity prone to violence when compared to past times? Can we name a time, any time in the past where the question would not seem to be relevant?
So, sure, in a particular locality or within specific strata of society there may be pronounced noticeable spikes in the otherwise statistical background and it is almost without doubt that some local or targetted initiative will help, but this isn't how to address issues that span humanities existence.
