Gallifrey’s System of Government

Time War Regime:
Presidency:
Lord President Eternal [Rassilon]
-Head of state
-Empowered to appoint all positions in the Inner Council
-Empowered to act as primary representative of Gallifrey to other civilisations
-Empowered to issue edicts on any matter of policy
-Cannot be removed from position
Inner Council
-Executive body of government
-Members appointed by the President Eternal and positions may be left vacant at his discretion
-Members include Prime Minister, High Chancellor, IDU Head, a representative of the War Council, the Visionary and other advisors to the President Eternal

War Council:
-Time Lords charged with overseeing military operations against the Dalek Empire and the defences of Gallifrey
-Individual members may be granted special dispensation to conduct operations without oversight from other members
-Empowered to conscript Time Lords and Gallifreyans of any Chapter, House or rank to the war effort

Internal Defence Unit:
-Successor body to the Chancellery Guard charged with maintaining domestic security on Gallifrey
-Assumed responsibilities of the Celestial Intervention Agency following its disbandment
-Commanded by the IDU Head
-Empowered to arrest any Time Lord or Gallifreyan suspected of crimes against Gallifrey and punish them without trial

High Council:
-Legislative body of government consisting of Councillors (elected representatives of the Chapters) and Lord Cardinals (Councillors appointed by the Council to act as senior members)
-Other offices that may be held by members include Gold Usher, Surgeon General, Inquisitor Prime and membership of the War Council
-Empowered to vote on laws and motions

Chapters:
-All ranking Time Lords are members of a Chapter
-Each Chapter elects representatives to the High Council
