Putting aside the insane cousins of Lungbarrow since Omega knows whether it even counts anymore, let's focus more on the speculative end: what sort of mother and father would someone like the Doctor possibly have had? Maybe restrictive and authorative, or perhaps more adventurous and encouraging? Ordinary, or perhaps extraordinary?

Well, we can always have both. Interestingly, though, we might've already met his mother, at least. A Victorian adventuress by the name of Penelope Gate who invented a time machine in 1883 and travelled back to feudal Japan in The Room with No Doors. His father was probably an Gallifreyan explorer from back in the days that they did such things. I like to think he was there just on the cusp of their isolationism. He was seeing their culture begin to turn inward and stagnate, so he did the one thing with all his foresight he should never have done, he fell in love with a human primitive. One of the lesser races from the outside universe. He was behind the times, she was ahead of her times. One parent for the past and one for the future. It would've been a difficult relationship to balance given where Gallifrey was going. I imagine that the paternal in-laws could be something truly frightening. Particularly Quences. Between themselves, though, I can't help but imagine something akin to Mary Poppins or The Aristocats. It was sweet. Genuine. They raised their child on the ideals they believed, but kept him relevant to what was going on. They would have loved him and wanted him. Unfortunately, they wouldn't have been allowed to keep him and I think they would've both known that. It wouldn't have crystallised emotionally until they were outed for their "scandal", however. The Doctor would've been very small when it happened.

Russel says in the Tv commentary to End of time that the mysteriously appearing time lady who is shunned by Rassilon later on is supposed to be the Doctors mum. So he got his rebellious side from his mum. Which makes sense since I only just recently saw the Time Meddler commentary and there Verity Lambert is quite unhappy that there has been a period where the Doctor worked for the government since she conceived him as antiestablishment and renegade rebel.

Well..... given the Doctor’s vague, but telling, comments about fathers in “Resolution” suggests that their childhood had either an absentee or generally unpleasant, father, and if the male speaker in “Listen” is his father there’s not a lot of kindness in those comments.
