Bad news for those looking forward to it, but it only makes sense I suppose. Somehow I doubt Vinyls come under essential items after all.
Although I’m sure keen audiophiles would disagree with me.

I understand the decision, but I think there's more to take into account than simply delaying the physical release. I'd have thought a selling online option would have been preferred over outright delaying it; ASDA did this with Fanfare for the Common Men.
There's no mention at this moment in time, but I wonder if this will delay the download? The release seems to have been structured around the concept of playing it on the vinyl, plus there was a week's exclusivity too. It seems a little off to have such a large gap between the two releases. That will cause fans to miss out or want to double dip in order to keep up with Time Lord Victorious and fan discussions.
Given it's a prequel for the Eighth Doctor's involvement and the epilogue for the Tenth - so essentially the final piece in the story - I think it would make sense to delay the whole release until February. Not only from a customer perspective, but also it feels more logical and complete from a story perspective too.

These contractual things could always change (although we haven't seen a contract, to be fair), especially given the reason why the delay has been imposed, but I personally think it's fairer to delay the download too. At the end of the day, Demon Records, ASDA, et al aren't obliged to delay the release. The government haven't banned the sale of non-essential items in supermarkets so there's nothing stopping them releasing this. I don't disagree with the idea of delaying until it's a bit safer, but I do think that should be a blanket delay.

EDIT: sherlock got there before me. Right decision, I think. As I mentioned above, not only from a customer perspective but a story perspective. I think it’ll be nice for TLV to die down a little and we have a story that serves both as a prologue and an epilogue.

Really need to get The Minds of Magnox It’s recommended and there’s a couple of nice reviews of it in the TLV thread in the general Doctor Who section. It’s not essential, but if you’ve read and enjoyed the books and delved into the other pieces, such as Daleks! and followed Brian in his Eighth Doctor audio, then you’ll get a lot out of it. It’s the only piece of TLV that isn’t standalone and therefore feels like a reward of sorts for those that have been interested in the whole project.

Downloads and Echoes of Extinction vinyl are 10%. Not substantial enough for many, if any, to jump on board really if they haven’t got any of the releases.
