I've always quite liked it. It does a nice job of setting itself apart from most other Who stories. The tone and setting do a lot to make it feel unique and I think it comes at an interesting time during its era when it feels like the cast and crew have acclimated to their roles and are ready to try some new things. I always look forward to it when I do re-watches.

I think the plot feels a bit rushed but the character elements are super charming (and I like that the Doctor just casually shows the cops his TARDIS). As part one is mostly light-hearted character stuff and part two is mostly plot, it means the first half of the story feels like a classic to me and the second half is a bit of a drop.
In any case, it's a great story to watch on a whim - all four TARDIS members get their moments and it's all wrapped up before an hour has passed. Not perfect, but nice. (And if we discount all the Who that's not perfect, what would we be left with?!)

Not really. It’s a perfectly period drama, but could have (knowing that any threat to the Doctor is inevitably going to be undone) instead make the potential killer someone who conceivably be railroaded (the Doctor knows they’re innocent because he ran into them with Lady Cranleigh), just as he’s convincing them throw in Smutty Thomas’s phone call and destroy ALL the Doctor’s credibility. Besides, the Doctor and co play no role in the resolution anyway. Give them all something to do except eat and look gorgeous (hello Janet from teenaged me).

It's perfectly fine but that's about it. It's slightly interesting in that it's a little different than your typical Doctor Who story but other than that, it's just... fine, middle of the road Who. So, no, I don't think it deserves more praise.
