I would say Evelyn, but without Maggie Stables it wouldn't be the same. I don't think I could handle that.
My top picks: Lucie Miller, Benny, Frobisher. I haven't read too many of the books or comics, so I have to admit my choices are limited.

Frobisher was great on audio but on TV? I, uhhh, just think it could go horribly wrong.
I would love to see Benny on TV though, but (of course!) only if it was Lisa playing her!
And I talked about wanting the Alex MacQueen Master on the old BF board. I guess I am in the minority in that I didn't really care for Missy last season. I thought she was better this season, but I'd still much rather have MacQueen.
Oh, I see that in that link they mentioned Iris Wildthyme! I would enjoy that a great deal... but I think it would only work once. I'd love to see Capaldi's eyes bug out and him trying to get scarce upon seeing Auntie Iris coming.

Well, everyone on that list except Evelyn for obvious reasons. Hadn't even thought of Shayde - although, last we saw him he was merged with Fey, so their TV intro would require a reeeeally good one-sentence exposition... as would Kroton's actually, so maybe not them. I'd rather see those two show up in Big Finish - imagine an audio adaptation of The Glorious Dead!

Elizabeth Klein, though considering her UNIT era it would have to be travelling back to the 90s as the actress is too young to play Klein in the present. Mike Yates to return in a UNIT story too, possibly with Benton.

Having just read Alien Bodies, I'd like to see Faction Paradox pop up on TV. Obviously, it would never happen, what with Miles' attitude towards the New Series, but a man can dream... (but hopefully not about alternate versions of oneself...)

I'd opt for Romana III for a couple of reasons. 1.) This is an important character to Who history and it would be interesting to see another Time Lord regenerate on screen and experience the Doctor's reaction to a regeneration that might throw *him* for a loop for a change 2.) With the quest for Gallifrey story line on the show this is a good time to (re)introduce a character to the show that the Doctor has a connection to as a means of entry for newish viewers who haven't seen much of Gallifrey in the last ten years.
Plus it would be tremendous fun to see Lalla Ward back in the role before Romana regenerates in the Landau version. Landau would make for an interesting recurring guest star for future Gallifrey set stories, too.

Frobisher and Benny would be top picks for me. They're such full-formed larger than life characters, that they'd really fit in any episode without needing a whole lot of back-story. I'd like Charley to appear too, but she has way too much story baggage at the minute.
