I read through almost all of them (they didn't have the Timewyrm quartet or The Highest Science where I bought the others so I skipped over them) and definitely think they're worth reprinting at least in eBook format. Lots of great stories. Some not so great stories as well, true, but I still think everyone should have a chance to experience them without having to sell a kidney or scour secondhand book shops, especially since a lot of modern Who originates in those books. It's hard to imagine RTD's version of the show existing without them as a foundation.
(Selfishly, I'd prefer a line of EDA reprints as my collection has a lot more gaps in it. The rights might be easier to sort out since they were BBC Books, although they're not quite as influential.)

I think the best thing to do with PAs, NAs, etc would be to make them PoD. I'd probably invite the authors to add a foreword or afterword to give some retrospective thoughts on the book, to add context and to maybe say what they'd do differently. Going PoD takes away the up front costs involved with getting a print run done, making it less of a risk for whichever publisher got the green light for it.
