Incidentally - where did the 'year of the master' thing come from? Was it a BF thing somewhere? I think Nick mentioned it in the podcast where they talked about the unbound Master. But I don't know if we were already using the phrase, I think we were. Interesting. I suspect it's slightly a question of 'oh, we're doing lots of Master stories this year, let's make it a celebration' rather than the being led by the anniversary itself, which might explain the lack of Cybermen. But I can't be sure. I was rather curious as its not really anything I'd heard mentioned.

It does seem a little coincidental in that case. Three of BBC's audiobook readings are a sampling of The Master as well; one Delgado, one Ainley, and one Jacobie(!)...
DWM also did a 45 Years of the Master special, and BF is putting out five Master stories this year (so far)...

Order, Absolute Power and Quicksilver could all be Cybermen stories. If they are, I hope they're amazing. The Cybermen have a tendency to underwhelm unless they have a good idea behind them - and the MR has been far too good this year to end on a weak note.
(Also we still don't know what The Memory Bank is about, if we're playing around with the phrase "not something people will forget")

The Cybermen have a tendency to underwhelm unless they have a good idea behind them They've got the double-pronged problem of being defined largely by what they lack and of their modus-operandi being rather too advantageous (the Dalek's victims usually have the good grace to remain dead.) As a result, they are all too-easily pigeon-holed as generic alien thugs.

I think I might have accidently come up with it and forgot about it, late one night after reading The Two Masters announcement and it just kind of got stuck in my head as part of the excitment. I definitely like an idealized version of the Cybermen, as well-imagined and gruesome as The Tenth Planet, but with modern twists and an interesting story behind them. I don't think I've ever seen the Cybermen I want to see on television. Spare Parts comes close and The Silver Turk is brill, but for the most part, they're an underwhelming monster with reams of unused potential. I've yet to read Iceberg, Illegal Alien and Killing Ground though. Edit: I forgot to mention Legend of the Cybermen, which is a favourite of mine, but not what I mean when I say Effective Cybermen.
