The Monk would be Bill Bailey and he'd probably avert World War I by travelling through time and space with Gavrilo or Ferdinand. The Doctor would meet him on one of their visits to a slightly-more-advanced 2010s Earth where something has gone terribly wrong as a result of the Monk's meddling. Everything other than the casting is just off the top of my head. The casting has been my opinion for about as long as I've known who the Monk is.

The Rani, played by Gillian Anderson or Indira Varma, is found entombed within the planet Miasimia Goria. A planet now barren and lifeless. Frozen in a pocket of time during the War and supposedly forgotten. Upon being awoken, she explains that the Time Lords tasked her with finding a way to allow for infinite regenerations, using her scientific knowledge.
She accepts the Doctor's invitation to accompany him back to Gallifrey, but on route she hijacks the TARDIS and makes the Doctor, and his companion, the subject of her experiments once again....

(You know, i would love to have Rufus Hound, but i understand the complexities of such a thing. In a different time, i would have had Robin Williams.)
Materialising on Earth and discovering that the 21st century now has flying cars and hoverboards, plus a Dinosaur in every garage, the Doctor investigates the huge alterations to the timeline and finds an old enemy is now the richest man in the Galaxy...
The War Chief
Sealed for all eternity in an endless loop of time in the event horizon of a black hole, the War Chief and the War Lords are released from their imprisonment and attempt to initiate The Second Great Time War (gasps!). Invading Gallifrey with their makeshift TARDISes known as SIDRATs, they seize control of the Citadel and send a fleet of captured TARDISes to Earth. The is only one man in the universe that can stop them, but he recieves help from the most unlikely of enemies, can he trust them??
(The War Chief i would ideally like to be played by another Aussie or Kiwi actor, i'm never sure which one Edward Brayshaw was. So Sam Neill would be great!!!!!)
As for the others i can't really think of anything new.

Pretty cool idea, though part of me wishes they would sorta do a spiritual adaptation of Yellow Fever and have her manipulating schemes from the shadows of the Orient.

This i like. I can just imagine the Doctor thinking that maybe the Master/Missy has done something to Time, then you get the big reveal

A thought I've had rustling around in my head would be to have a previous Doctor (namely Sylvester McCoy) play the part of the Monk. Sort of how Omega (audio) played out, but perhaps the Monk has specifically chosen to look like the Doctor in order to get away with altering time. We know Time Lords can look like other Time Lords (Maxil and the Sixth Doctor), so why not take it one step further?

I really like that idea, the current Doctor believing they are bantering with their former self and it turns out to be another Time Lord who has nicked his face. I've always been proponent of Davison turning up as Omega and Colin Baker making an appearance as Maxil in the Time War, so this would be an almost perfect way to get McCoy in for a spell.

There's also not a lot of room for Moffat anymore - he's got 14 hours of Who left - so I wouldn't say that's 100% relevant.
