I'm not even going to vote in this one. Totally different styles, different emphasis, different cast.
There's no common point for a fair comparison. The closest to fair you can get, is to limit yourself to looking at Moffat stories written during the RTD era, and even then you're going to get an RTD feel from those stories.
All I'm going to say is that RTD gave us Tennant, Rose, Martha, Donna, and Wilf, brought back the MAster & Sontarans, and made the biggest Dalek stories ever. But you have to remember, Moffat gave us Matt Smith, Amy & Rory, Cpt. Jack, and River, brought back the Great Intelligence, and gave us Weeping Angels.

Moffat has also brought back the Master - as a woman.
