At this point, it's almost a running gag; fans speculating on which strange or opulent looking male could be the anti-matter Time Lord with the booming voice in the newest series trailer. But let's take a back step from memes and really ask: is there still a place in the new series for Omega? What could you do with him and his dynamic with the Doctor?

Prior to the return of Gallifrey, there was a great deal that could have been done with the character as perhaps the sole surviving pinnacle of Time Lord society, the last of the great triad that ruled over their empire in the Dark Times, but nowadays I'd say it would be very difficult to make him relevant. Although, that said the presidential vacancy needs to be filled by somebody...

A story that pits Rassilon versus Omega for control of the Time Lords with the Doctor in the middle (given his shared history with both) could be interesting.

Of course it can be. Will it? I dunno. I'm not sure what Chibnall's favourite eras and characters are. If he's a big 3 Docs fan..who knows.
We've had Rassilon twice now though and he's not exactly done much. I'd love a "big bad" who was a new character. We kinda got that with The Silence and Kovarian I guess though Series 6 was patchy. The split didn't help.
I'd take inspiration, personally, not from Who's past but from the likes of Jack Kirby's New Gods and Marvel's Galactus. There's plenty of their mythos that would lend itself to a reimagining of Omega.

I dunno. They dealt with him in the Classic series, and to the extent TV continuity respects BF continuity (ie, McGann naming BF companions in Night), BF dealt with him again in the MR.
I actually wish they hadn't brought Rassilon back, though I suppose it makes internal sense in terms of them trying everything and anything to win the war.

Not a bad idea but would kinda undermine the already debatable foundations of End of Time and Hell Bent if he was just a faker. Getting back to Omega, I almost feel like the ideal time would've been with Ten: the last of the Time Lords versus basically a Time Lord God with no world to lord over. That could be ripe with dramatic possibilities.

Hm. This is an interesting question.
Omega kind of showed off the dark, strange mystery of the Time Lords in a way that wouldn't work if they were introducing him in the New Series. There would be a real sense of "...so?" if he were introduced in his original state, given that we've seen the Time Lords do far weirder and worse things. I mean, maybe if Timothy Dalton had been playing him instead of playing Rassilon...
I also think that part of what made Omega great was discovering his story as it went along, which is why I think his strongest stories are The Three Doctors and Omega, both of which deal heavily with what made him who he is. But we know now. And I think we've had enough "what happened to X during the Time War" stories.
So. Yeah. No. I agree.

Either that or turn it into a two or three-parter and just go all out with it. Go up to Mount Cadon where its peaks graze the transduction barriers, down to Lake Abydos with singing fish and flutterwings, into the sterile Capitol with the dusty politics of old Gallifrey, out onto the drylands where small oases of red bioluminescent-bulbed flowers bloom and wither. Make a day trip of it. There's a lot more to Gallifrey than just its main city.

Hell, there's a big part of me - and I love subsequent development of the mythology - that wishes that the Time Lords were left as they were in The War Games.

That could make for a fairly interesting recurring villain. A character whose defeat either means the destruction of his minions or his return to the anti-matter universe. Someone who can only be delayed, never truly destroyed.
