An idea I've had rattling around in my head is the possibility of having a special release where a member of Torchwood meets a pre-Time War incarnation of the Doctor. While I know the TV series avoided having the Doctor guest star in case a younger audience attempted to watch, the same problem doesn't necessarily exist in the expanded material (just look how dark the Seventh Doctor novels got!).
Obviously there are reasons why the Doctor shouldn't meet say Jack Harkness or Yvonne, but surely it's not too far out to suggest the members of Torchwood the Doctor has not met on television could meet him. I think there's some good thematic and storytelling potential.

There's no way they entirely avoided the 3rd during his exile, the 5th is the only Doc I could see them achieve a victory against unless Jack interceded, and I've always believed that the 7th was the "strange little man" in charge of and responsible for the disappearance of Torchwood Scotland,

That sounds like a lot of fun. I had an idea a while back which was basically the First Doctor, Steven and Sara do The Thomas Crown Affair or the Who version of the heist capers that popped up in the 1960s. Having to retrieve the TARDIS from Torchwood of all organisations by assembling an unlikely team of allies could work really well.

I'd like a Forge vs Torchwood story. Jack in a position where he cannot flirt with his opponent (would even his own mother love Nimrod?) would really make him think.

I always enjoy it when the most pressing question gets to be something other than whether or not the companion will survive the episode so no doubt I am all for stories with The Doctor and Jack.

I like the idea of the fifth Doctor and Jack for some reason. It just seems like it would be a good combination.
The sixth Doctor meeting Yvonne Hartman would be brilliant. He'd absolutely hate her.
The seventh Doctor and Queen Victoria at Torchwood House could be interesting.
The eighth Doctor and Gwen would be like a Doctor/companion relationship.

Well, Jack said he avoided any Doctor pre 9, so that semi rules that out. As said above, Torchwood involved with the Forge, or even UNIT, would be interesting.

Yes. Not Jack, for reasons mentioned above, but Torchwood mixed up with Classic Doctors would be good.as the next Torchwood special.

A Torchwood vs Forge story would be interesting, pitting the ruthless Forge against Torchwood. Maybe Torchwood One, with Yvonne Hartman leading the charge. It could tie into the events of Before the Fall. Yvonne would make an interesting contrast to Nimrod, caring far more for her employees than Nimrod ever did his while both take a hardline stance in following their mission statements.

For both of the reasons above, no Classic Doctor Torchwood stories for me. Lots other opportunities for crossovers, like Countermeasures etc. But I can't see it ever happening. Big Finish generally seem to like to keep separate licenses apart.

If I remember right, Ten had never even heard of "Torchwood" during series 2, so I'd expect not. It gets referenced in {Spoiler} the audio adaptation of Damaged Goods, but it's just a single mention of the name and while the Seventh Doctor ponders it so far nothing has been done with it.

I'd like a Forge vs Torchwood story vs C19 vs UNIT vs PROBE vs HAVOC.... How *do* they work out who's in charge of what? Actually, chuck in LONGBOW and the Unitatus, and you've got the makings of another Worlds of Big Finish set!

They could easily do a story where he just doesn't learn their name, or doesn't know someone's working for them. The Doctor meets so many evil organisations it's possible he met Torchwood and just forgot.
