Maybe PE will be returning. It could make sense to have him show up in Clara's final episode. Maybe she'll join him in the nethersphere or something.

We scored a glimpse of 10 in The Girl Who Died: maybe the Dalek hybrid is Handy, who was born from regenerative energy brought on by Dalek weaponry.

I don't really see how it would be 'underwhelming'. He hasn't been in the show since 2010! Neither has Martha Jones, Mickey, Donna, and a bunch of people. I'd still be underwhelmed by a "surprise!" By any of them. In the end Jack still at least had Torchwood. And I rather see more Ra's al Merlyn than Jack. They don't have the popularity of Jack, though (bar Donna but she can't return anyway).

Yes they can. Private jet. Have him cover a bag over his head on way to private jet, off plane and to studio. Escort him to studio in blacked-out car. They could even use a cover-up: say he's filming a new BBC show. The problem with that cover up story is he's a regular on an American TV show. No one would buy he's filming a BBC show I'm the middle of Filming Arrow. Also, who is paying for the jet in that scenario? I think they would because John Barrowman won't be in every episode of Arrow. BBC Worldwide could pay for the jet.

The problem with that cover up story is he's a regular on an American TV show. No one would buy he's filming a BBC show I'm the middle of Filming Arrow. Also, who is paying for the jet in that scenario? I think they would because John Barrowman won't be in every episode of Arrow. BBC Worldwide could pay for the jet. He's a signed regular for this season. It's a pretty obvious fake if they claim he's filming a new TV show across the ocean at the same time he's under contract to a TV show in the states. (technically Canada, and west Coast Canada too)
And I don't think BBC Worldwide would pay for a private jet...

They already filmed the finale, and they haven't announced that Barrowman will be in a new BBC series, so its kind of a moot point.

But yeah, 2 or 3 in 16 years but, hey - "no surprise", I guess

I also didn't count any ones with showing the free CD.

1 a year since Light at the End Shocking amount of Coverege with so far River War and 10 confimed for this year BF could get so much as 3 DWM Covers this year and with DW at BF being in constant production for ONLY 17 years too (Apologies sometimes a smiley is essential)
