This is another question aimed at the creative team.
People on the TARDIS Data Core have said that because the team said Vienna wasn't a spinoff, it's not set in the Doctor Who universe.
But I'd like to know more:
It's not a spinoff, it's its own thing - that much is clear. But is the series still set in the Doctor Who universe?

There's nothing to explicitly contradict the possibility, and it is a big universe so I believe like Graceless the answer is yes. If Bernice Summerfield can have over ten seasons of stories without bumping into the Doctor then the adventures Vienna has are just as valid. In the Worlds of Big Finish release Vienna and Benny actually interact.

Of course she is. Her appearance in 'The Shadow Heart' came when her own series had already been announced; if I recall correctly, Vienna S1 makes reference to several parts of the Whoniverse mentioned in that story, and then she also appeared in Worlds of Big Finish. Vienna is absolutely, undoubtedly set in the same universe as Doctor Who.
Be very cautious of the Tardis Wikia, though. It's notorious for admins enforcing their own POV as indisputable truth, even when the actual facts are staring them in the face. For quite a long time, at least one of its admins insisted (and enforced) that Vienna was not part of the Whoniverse because s/he believed that that David Richardson quote said something that it clearly did not. Anything you read there should be taken with a very large grain of salt.

Yes. Apart from the fact that, as has been mentioned, VIenna actually first appears in a Doctor Who story, The Memory Box (the pilot) also features the slithergee that were introduced in Flip Flop.

Personally, I wouldn't mind 'Vienna' crossing paths with the 7th Doctor again in a main range story one day... I thought her solo adventures were a bit poor to be honest. But yeah, in answer to the OP; of course Vienna's adventures are set in the Doctor Who universe, anybody saying otherwise obviously hasn't listened to them!

I could write a series of stories about Zob from the planet Ulonfiga, set in the Whoniverse, it wouldn't be a spinoff, Zob from the planet Ulonfiga never having appeared elsewhere to be spun off of, but can still be in the Whoniverse. Vienna is without doubt part of the Whoniverse.

There are two Vienna's though... one in the Whoniverse and one in Austria!
