I believe there was a line about broken electronics in a box being stolen and Sarah said the the parts didn't exist yet. I took this as implied to be K9. Also fits with School Reunion where K9 is broken down. So definitely takes place after Girls Best Friend. A character in SJS makes a disparaging comment about how it looks like a dog.

Could be the Monk rescues Sarah, trying to make it up to the Doctor for his role in the second Dalek Invasion of Earth as told in Lucie Miller and To the Death. If he tries to get Sarah to help him, she'd see through him one hundred percent. That would work too.

They end up in Brighton, don't they? The beginning of The Leisure Hive has Romana mention that they bypassed the Randomiser. The Doctor bypassed it so often that it was practically useless at deterring the Black Guardian. The Black Guardian himself lampshades this fact in Casualties of Time. There's this beautifully self-aware moment in a fan-made The Ten Doctors where the Black Guardian points out that the Doctor tried to outrun an embodiment of chaos with a Randomiser. The Doctor admits it wasn't one of his smarter ideas. They end up in Brighton, don't they? The beginning of The Leisure Hive has Romana mention that they bypassed the Randomiser. Wasn't the cliffhanger to Well Mannered War actually that... ...they were stuck in the Land of Fiction That'd be at the top of my list too, but Logopolis shows us that there are other possibilities. Knowing the Doctor and Romana, they may have encountered something a great deal stranger than the Land of Fiction.

I just tend to think it was the Arcateenian who happened to be passing, saved her, brought her back to Earth and then came back for a visit in Invasion of the BaneCheers Tony That works! *Adds to head canon.* I did read one piece of fan fic in which the ninth Doctor rescued her during The Parting of the Ways after leaving Satellite 5 but before Rose wakes up in the TARDIS. Due to his impending regeneration he couldn't stick around to say hello (she had passed out due to oxygen deprivation so was unconscious).

While I'm rarely in favour of doing things to just satisfy continuity, I wouldn't object to this being done. This is how I'd do it:
Speak to Brian and Sadie Miller. Get heir approval to do it and a charity for the proceeds to be donated to in Lis's memory. Invite them to appear in the story (Sadie could be playing Nat, the character she played in Big Finish's Sarah audios).
Invite Russell T Davies to write it, possibly with another writer (if that's what he'd prefer).
Invite (at least) one of Tom Baker or David Tennant to appear as the Doctor in the story.
Invite Tommy Knight to appear as Luke Smith, and John Leeson to appear as K9. Depending on the story, other former co-stars might also be featured.
The story could be set at a wake after Sarah's funeral, with friends and family gathered to reminisce about her life. A number of stories could be told, including the resolution to Dreamland. I would see it as a farewell to both Lis and Sarah.
Making it a fundraiser for a bequest in memory of Lis, OKed by Lis's family and with some big names (who had played a role in her life) involved to attract attention and hence ensure it is a good-sized bequest generated. (And, incidentally, close this narrative gap that so irritates some people.)

Well, a year ago someone asked on the Big Finish podcast about it and there was no positive response. After hearing that podcast I wrote in (25 June 2016)
Unfortunately, I have heard no response to that.

Well for starters there are the resolutions that I fully expect Big Finish will provide such as the endings of... Jago & Litefoot series 13 Doom Coalition 4, and Charlotte Pollard And then there are those that I am not sure we will ever get. My current top three in reverse order would be... 3, the ending of The Daleks Among Us 2, the ending of The Sacrifice of Sherlock Holmes 1, the ending of The Well Mannered War I haven't listened to it since it came out almost 2 years ago, but IIRC there was a sort of "blink and you'll miss it" implied resolution to the Well Mannered War in Wave of Destruction. It is mentioned in Wave that K9 is taking the TARDIS on a lot of journeys to confuse the Black Guardian, which is the same as he is doing in The Auntie Matter. The Auntie Matter took place just after an encounter with the Black Guardian so if we assume that sending K9 on a runaround was the Doctor's standard response to any such encounter, then it follows that Wave occurs after an encounter with the Black Guardian which we can assume was the Well Mannered War. Probably not the resolution you wanted, but as close as we are ever likely to get.

If we get a conclusion to The Well-Mannered War within the year I will have to concede that psychic powers exist and you possess them.
