It's Foon van Hoff from Voyage of the Damned! Which was the Christmas special ten years ago. Wow.
As for the story, the TARDIS crew being accused of the causing the problems is a well used trope. Interesting to see what sub-plots come up though, as Simon will have had a while to incorporate all four TARDIS crew members into it (unlike The Yes Men, when he didn't know about the Ben recast when writing it).

An EA by Simon Guerrier = almost as good as a missing Episode Soundtrack, A lot of good Companion stuff in this, and the nature of the "threat" caught me slightly by surprise.

Quite a lot going on in Part 4 - so much so that I wonder if it might be worth it to extend this story into a six or five part story - but I really, really enjoyed this one as I have all the rest of the Second Doctor, Ben, Polly, and Jamie stories. They're easily one of my favorite TARDIS teams. Simon Guerrier can't write a bad story - I have yet to hear one story from him that I haven't loved.

A very traditional and authentic story that really comes into its own in the fourth part. Good stuff, well realised by a great TARDIS crew.

Another strong Guerrier story. For my tastes, this one's more on the level of The Yes Men than (my personal favorite) The Black Hole. I'd have preferred the start of Episode 4 (no spoilers) to be a bigger chunk of the story, as it's the most experimental segment.
Overall, The Outliers is delightful. Maybe it leans a little too close to traditional for me, but on the other hand, that means it fits right at home in Season 4.
