Oh! Now then. This is, for me, one of BF's best ever releases. Gary Hopkins wrote two brilliant stories, and one surprisingly substandard one in Power Play (that is to say, I didn't particularly enjoy it). But this!
You can almost taste the sense of utter doom and despair, the fallout, the hopelessness. Carolyn Jones is excellent as Excelsior, still playing the tyrant, still patching up her ravaged appearance and playing to an ever dwindling audience. Her minions are terrific too (including a really good, unctuous Voss, played by Ian Brooker). Pointless politicians elevating meaninglessness to a high art!
Charley, in the one tiny issue I have with this, is a little underwhelmed despite her new predicament, and C'Rizz has one of his greatest story-lines amidst a whispering army of ghosts. What a tremendous concept! And all wrapped up in a massive wheel of events played out again and again. The Doctor's climactic "Oh, what the hell?" is a terrifically low-key way to set events in motion again.
Added to all this a magnificent mixture of music and sound effects - some of David Darlington's finest moments - and what results is one of my favourites ever: a masterpiece of oppressive and ghostly mood.

The reason I love this is its back to being on solid almost familiar ground.
The Doctor's getting his drive back after ages of aimless self-pity.
CR'izz fills the companion role well for once.
And clear-cut story motivations a rare thing in the DU Arc.

I did love the build of this story. Some great cliff hangers, just seemed remorselessly dark for too long
