Well, Nicholson got paid a LOT more than Keaton, Carrey more than Kilmer, Neeson more than Bale and Schwarzenegger more than Clooney so it's maybe not too nuts for the villain to be paid more than Batman's actor, depending on if he was lined up as the main villain or a support role. Hill's had a few Oscar nominations for his dramatic work on top of his pretty big success in comedic films. As long as Eisenberg never got more than Affleck or Cavill - whatever they paid Eisenberg was too much. Eisenberg and Leto should both have paid DC for their performances because yeesh.

He may have become a bigger villain as the trilogy went on, but i think he's possibly on a minor one in the first one

As a huge fan of Batman I'm not really sold on this casting or direction, Christian Bale & Nolans Dark Knight Trilogy will always be my favourite take on the character.
