Do I need to have heard Deadbeat Escape to understand Dead Man's Switch? No, but you should hear it sometime - it's a great TW and imo the better of the two, but that's just me preferring the story style of DBE. I think anything with Billis will be well worth hearing! Having heard both and haven fallen in love with Billis Manger- I actually prefer Dead Man's Switch. I think it works better and Manger is more a quiet thread in the background... but he has become one of my favorite villains, that's for sure.

He’s great and Murray Melvin does a wonderful job portraying him. I’d honestly love an anthology release featuring him in the vein of a horror host.
