With Tosin getting the lead role in a US TV series, maybe one of the Judoon turns out to actually be a future version of Ryan in disguise?

I don't know why the BBC have revealed that there will be a shock twist. I presume its so everyone knows what it is when it happens. "What was that?" "Oh that was the killer twist we were told to expect". These are the PR folks that think anyone benefited from their first watch of The Sixth Sense and The Usual Suspects, being briefed beforehand by helpful souls, to look out for a twist at the end. Did you see it coming? Well, I was on the lookout for clues for 2 hours beforehand which spoiled the film, but don't feel too bad about that. Its also like when the BBC releases a new publicity photo and tells us it is 'Iconic'. Since when?

So the BBC (or America, at least) briefly spilt one bean and there will, indeed, be a character return:
So think this does put out the 'unknown incarnation of the Doctor idea' (I mean, it's not impossible as a bonus surprise, but it's clearly not what they want to sell here, and I can't imagine you could crowbar that in with more 'Timeless Child' puzzle pieces/shock game changer and a main-focus classic character return).
Right now, I'm thinking: 1) Susan
2) The Guardians (though likely not the fugitive the Judoon are after), as Praxeus could be the fallout of Blackie showing his hand, and then we know the two actors are in Can You Hear Me? and there will be some kind of showdown between 13 and whatever Ian Gelder is playing. A kinda-sorta three-parter.
I guess for a loose 3), though I think this is thin and stretching and don't buy it personally, maybe Jack or someone from RTD's era.

OK - final guesses in! Going for someone who I don't think has been mentioned yet at least not with this rumour....Captain Jack. We know Barrowman would kill for it, Chibnall effectively showran Torchwood for two years and it's been a decade (!) since he's been on screen, years longer than The Brig was off from Terror Of The Zygons to Madrywn Undead unbelievably. Failing that...Rasillon.

I really hope it isn't Captain Jack. His shtick has well & truly run its course. I'd like it to be Martha Jones. A potentially great companion ruined by bad writing, pining for the Doctor. She was the first companion to encounter the Judoon & I think she'd work really well with 13.

I’ve seen people theorising River but that’s purely because one of the producers tweeted “Spoilers, sweetie”, which I don’t think is meant to be a hint (mostly because it’s not a very subtle one!).
I know she’s not a major, internet-breaking character to bring back (compared to other suggestions) but maybe Kate Stewart?

Typically for such an allegedly important episode, it’s going to be the first of this series I’ll probably not be able to watch live.
I’m gonna rein in my expectations; one of the guest characters is/is connected to the Timeless Child, BBC America is over-hyping things again.

I'd agree with the Susan idea except for that fact that the first episode of the Susan box set was recorded way back in mid-2018 (according to the product page), and I think Series 11 may have only been wrapping on filming at about that time (though don't quote me on that). They almost certainly wouldn't have had a return for Susan planned early enough for the go-ahead not have been given to Big Finish, so it is feasible that we'll see Susan in this, but I think it's somewhat unlikely. I don't personally have any idea who might be coming back (and I'm kind of sad that a return has been spoiled in advance - what made Sacha Dhawan's appearance so effective is that we weren't expecting it), but I'm hoping that if it is Susan that they absolutely have Carole back playing the role. Anyone else would feel like a cop out.

Short of them dragging Tony Selby out of retirement, surely it's River.
