Would certainly be a hard one to pull off for either figure without coming across as purely farcical. Might be more interesting for the former if it was set during the later years of Mr Formby’s life. When he was perhaps more reflective and less energetic than he was during his glory days.

Farce is the way to go. Formby hiding in the TARDIS after trying to get his end away with his latest female co-star, his wife in hot pursuit.

I’d be all for a Enid Blyton adventure but considering the social climate at the moment I think that’s unlikely to happen. You could probably do your latter suggestion though and have it focused entirely on a child Enid Blyton before she became a writer.

Maybe Bonnie and Clyde? Perhaps in their crime spree they accidentally came into possession of some alien artefact which enabled them to escape justice for a while? Now they have alien bounty hunters/Time Agents on their tail as well as the Earth police.

I'm honestly rather surprised that, aside from a fictional version of the figure making an appearance, we've never had a story featuring him.
Could be a good fit for a Diary of River Song story now that I think about it.
