You wait 50 years for an explanation as to how the Doctor can regenerate and two pop up at the same time But, are they contradictory? Who is responsible for the Time Lord ability to regenerate (well.... arguably..... yes who was). Basically - both of them. Artron was a physicist and Tecteun an engineer. Artron discovered that Artron energy can revive damaged, even dead, cells, but as we see with the eighth Doctor it’s not a full body regeneration where everything changes. Artron later absorbs so much Artron energy that a simple brain scan can imbue enuogh energy to restore a Time Lord’s reservoir of regeneration energy (the Master). Basically, he said “this exists, but it’s hard to find” And then disappears to Coldstarn and dies. And along comes Tecteun with her adopted child with their superpower. Their body actually generates Artron Energy. Their cells conserve it until it was needed to enact repairs - up to and including full body regeneration when death occurs. Tecteun experiments on the child, eventually working out how to gene-gineer artificial cells to mimic the Child’s natural ability. It’s entirely possible that Artron was involved here and goes off to Coldstarn in order to find a way to harvest Artron Energy. This is where Rassilon sticks his oar in, and ensures that everyone other than the Child has only a limited number of regenerations, although they can be topped up (a carrot to control his minions). Given his own longevity, Rassilon ensures history forgets Tecteun and Artron (and the Child). The Child also cops the indignity of having their memories wiped (potentially repeatedly). Eventually “someone” preserves Rassilon in an eternal sleep. One doesn’t have to think too hard Who that might have been.

I don’t think they are contradictory.
I thought Artron is on Kolstarn to research the natives’ use of temporal energy to enhance regeneration, meaning it already exists. I could be misremembering.

Was Artron energy regeneration energy or just a healing energy ? I mean Liv didn’t change form did she ?It wasn’t full regeneration as we know it
