This is why the Master always loses, because he never recruits anybody to help him at a high level of planning; he only works with stooges (e.g. Adric). Even the Rani had a sidekick (hey, why don't BF bring Cyrian back? Sam West has worked for them before)

Talking about the MacQueen Master having a companion put this crazy notion into my head. He already wears fine tailored suits. In Dark Eyes he showed his fondness for hats And at least one of his past selves enjoyed children’s television. Perhaps this Master now takes inspiration from a show aimed at a little older age group. He crafts himself a multi purpose umbrella and a tissue compression bowler hat. I can see him putting it on the victims head. “Try this on for size!” The hat compresses the person up into the bowler. It falls to the floor and when the Master picks it up the traditional doll like figure is revealed. “Perhaps it is a trifle too big for you!” He only needs one final accessory. But no lowly Mrs for the Master. This Time Lord requires a Lady. Lady Christina your needed! The Lord and The Lady. The Master as Pan Tau. Interesting notion. Suddenly makes children's television of my childhood a lot more sinister. I confess I had to look Pan Tau up, but yes that would be the look. I am surprised Sylvester’s umbrella never evolved into a “sonic umbrella”. Just imagine all the wonderful things the Master could do with such a device! Just idle imagining, but I think the tissue compression hat would be more fun than the usual version the Master uses.

Especially because Pan Tau's trick is to turn himself into a miniaturized version of himself.
What you are describing is basically an evil version of Pan Tau, the same way that Missy is an evil version of Mary Poppins (to be fair, I think Pan Tau was just stolen from Mary Poppins and made into the central European version... )
