BF have made clear they do not intend to recast Blake, Avon or Servalan (although they used to say that about the first 3 doctors, but we'll not got there now).
I think they had intended to recast Gan before the sad death of Gareth Thomas meant their plans for Season A audios were abandoned / redone as short stories.
However, I think a recast Gan could work in the current format of Worlds of B7. Just as Jenna and Cally have their own adventures away from thr Liberator, so Vila and Gan could too
