Dicks was always terribly good at that. Either visuals or backstory, little tweaks that affected the presentation of a story without necessarily stepping on the content. I think he tended to feel bolder in his own era, when he was script editor, than in others. I agree that it's a lot more verbatim an entry than you'd typically expect from an adaptation of an anniversary special. I get the impression that The Five Doctors came as an opportunity to redress the balance. He takes a particular delight in fleshing out some of the details he had to keep murky on-screen. The First Doctor's rose garden is described as as a sort of self-cultivated wake before the funeral. A way for him to say goodbye to old lives and habits before his regeneration. Susan is snatched away from the gleaming streets of New London, forged in the aftermath of the Dalek invasion by the survivors. She has three children and a husband who works with the Restorationist Government. Curiously, he kept the insert from Shada virtually untouched. Only the ending was altered, to drop the Doctor and Lady Romana (she gains a peerage in her brief appearance) back on the Cam where they'd been swept up.

Something promised in a latter-day catalogue, but not published before the licence expired. Had it gone ahead, the writer behinid it, Ray Winninger, would have installed Romana as the current President (circa the Sixth Doctor). Dicks would later bring her back to Gallifrey in 1994 for Blood Harvest (with Paul Cornell soon to give her the Presidency), but I wonder if that was an idea floating around in fanon for ages that later ended up officially published. Sometimes characters tend to do that, gather as an idea like background radiation until it reaches critical mass and crosses over.

That wouldn't surprise me at all especially since that's one aspect that's become consistent across all mediums of Who. Ohh... If I had the time and the resources, I'd be really curious to find out what began as fanon and became canon. I have a tendency to go back through old fanzines from ages past, back when you got them mailed in the post, and it fascinates me to see the early stages of these emerging concepts. Back when there wasn't a framework to rely upon. Some of the lore follows the evolution quite nicely, but others just go wild and visit places you'd never have thought of.
