Great question. A lot of mysteries I think are too horrific for Doctor Who to ever do (I doubt we’ll get one regarding the disappearance of Walter Collins anytime soon) but there are a few I could see being used.
The disappearance of the Keepers at Flanagan Lighthouse for example. Or maybe the revelation behind who the mysterious Poe Toaster was?
This story is unfortunately legendary in Aussie folklore.. the 3 children were aged between 4 and 10, they went to the beach by themselves.. This was in the mid 1960's. Biggest cold case to date, police are still searching for clues.
In 1967, our then Prime Minister went for a swim at the beach, and dissapeared..
Ah, if you're going to do something like that, it's got to be Lord Lucan. (And you won't, of course, because too many famiy members and friends are still alive). (Famously, when John Stonehouse faked his death and fled to Australia, he was picked up by the police who thought he was Lord Lucan. There's definitely a farce to be made of this story)
