Is it just a case of slowing it down?
I know they can't do an HD release of the film, because there's no master copy of it which includes the special effects.

The Movie plays wrong on dvd and blu ray. It has a 4% speedup. Which is why everybody's voices are jacked up.

I also had no idea until you pointed it out but it does have a strange pitch and speed. I just thought it was the Nineties!
But apparently the problem is more complex than just slowing it down because of frame rates and such. Basically, it sounds like because the US and UK use different formats, it was recorded in one and stored in the other and now no master copy exists with the special effects. But hey who knows, maybe it could be done all over again in a "special edition" BluRay release - with Nick as the Daleks?
EDIT: lol at @stevo and I both ripping on the chipmunk Daleks in unison
