There's a very interesting article about how there was an attempt, following the Radio Times 8th Doctor comic strip, to produce a BBC Sci-Fi comic/magazine, featuring Red Dwarf and various things but especially Doctor Who, with a brand-new Doctor as drawn by Lee Sullivan.

Ah, I'd forgotten about this! The ginger-haired Doctor, who may have claimed to be the last, which rings a bell. We had a lot of potential Ninth Doctors floating around during the 1990s and early millennium, from memory (and this is by no means exhaustive), there was: - The Nick Briggs Doctor, who met his seventh self in the vortex and may have come into being after the Eighth Doctor was killed (then again...).
- The Rowan Atkinson Doctor whose efforts to retire were thwarted by his oldest of enemies.
- The Stephen Fry Doctor, who appeared as a potential probability strolling through London in The Tomorrow Windows.
- The Richard E. Grant Doctor, a reluctant agent of his own People who ended up confronting the Shalka.
I enjoy flicking through some of the fanzines and Doctor Who Magazine issues of the era to see who was considered a potential future candidate. David Suchet, Jeremy Brett, David Warner, Robbie Coltrane... There seemed to have a particular fondness for detective or detective-like scrutinary figures in the role back then.
