It's a nice running gag just to give a bit of shorthand on their respective timelines. I also think The Minister Of War was intended just as a teasing gag but then I saw people online with theories about who The Minister was, if they were the big bad, if it was Missy/Rani/Insert Foe Here. Some fans just hate any small gaps in canon

I don't get the punch line. How is 'Minister of War' supposed to be funny? It clearly sounds like an upcoming story arc to me.

Remember when Maisey Williams was going to be Susan? How fans up and down were claiming it was a new incarnation of Romana, because she called the Doctor Old Man, with familiarity.
