I'd really love to see Paul on TV, but maybe I'm misremembering: isn't there some kind of rights thing with 8 on TV, or was that just about the costume and why 8 wears the leather in BF?

I don't think there is a rights thing with the 8th Doctor. I think the issue with the costume was that they ran out of promotional pictures to use, McGann refused to wear a wig again, so they decided that McGann organizes his own costume. And Paul just went ahead with it. And Weta Workshop made him his very own screwdriver.
I also think it would be criminal if they not used Paul for some kind of small come-back. I love the 8th Doctor. And Paul can pull it off! However, I think one of the biggest hurdles would be, that Paul is not particularly keen on coming back to TV (depending on which interview you listen to. He would basically be fine with a one-off, but thinks more than that would be too stressful).

Just thought about something after recently watching It's a Sin
In the series, RTD wrote a short Who-esque scene and I discovered that he gave a synopsis of what that fake "regression of the Daleks" episode was in Doctor Who Magazine
In it the Doctor has to stop the daleks from aquiring a crystal that revert those nearby. It would include McCoy reverting into Colin and Davison while the Daleks are reverting into Kaleds and Davros into an able young man. He even added Drax into the mix. It sorta reminds me of what occurs with the Daleks in the Neverwhen audio episode with the John Hurt Doctor.
Although I know he obviously wrote that synopsis as a fanjodrell joke, I wonder if RTD might actually try something like that for the 60th. This way you could have previous actors playing the doctor and easily handwave why they look aged. You also don't need the new actor to carry the role opposite veterans.
I also remember from a tweetalong that he regretted not having some bigname actor as the new doctor for a scene or two when he did the fake 10th doctor regeneration in series 4. Maybe he could try that now? Although the fandom might be done with secret incarnations by now
I know this is all very gimmicky, but a milestone anniversary is the only time you can make something like that.

Basically the rights are that no character other than The 7th/8th Doctors and Eric Roberts Master can be used so no Grace/ Chang Lee However because of Disney’s purchase of Fox created even more issues and the topic of who owns the rights to the photos of McCoy, McGann and Roberts has now come into play I guess the BBC and Big Finish have decided to use Photoshop to create new images of McGann and Roberts Hence The Further Adventures of Lucie Miller and End of the beginning have dark eyes era McGann with a TV movie style hair cut Roberts image in Masterful was a composition of Roberts (with a photoshopped slick back hair) and a similar style leather jacket

DOTD, FOTJ This is why I would be in favour of a multi-companion story.... Yes. If they are introducing new doctor it would be great to have familiar companions & that nostalgia factor. Maybe they are not quite sure about this new Doctor but by the end they & we are.
