So with Series 7 maybe, possibly, on the horizon at long last, I thought it a good time to review where The Arc is at. So below is a summary of all things Committee related, including the Three Families for completist purposes. I’ve had this on the back burner for a while but figured now is a good time to share.
1890s: Queen Victoria and Tsar Alexander use contacts from aliens captured on Earth to set up a group to act as tests for the respective monarchs’ extraterrestrial defence organisations, the Torchwood Institute and the Committee for Extraterrestrial Research (KVI). The group, known as the Committee, are duly equipped with captured alien technology. The Committee go rogue, building a power base on Erebus and beginning to take over worlds. After Alexander attempts to rein them in, the Committee gift him the Last of Erebus, a bad luck device, nominally as a form of apology. [The Torchwood Archive]
1897: After the Last of Erebus causes significant strife in Russia, Alexander passes it on to Victoria, who has it placed as Object 1 in the Torchwood Archive. [The Torchwood Archive]
1900: After some years studying the Last of Erebus, which he names the Red Key, Jack Harkness presents the results to Victoria, demonstrating its negative effects on Russia’s infant mortality, crop yields and political disaffection. Fearing its impact on Britain and it’s empire, Victoria orders the Key be thrown into the Cardiff Space/Time Rift. Jack fails to do so, hoping to make use of it himself. [The Torchwood Archive]
20th Century: Using infiltration tactics the Committee takeover planets in Signus A, Omega Centauri and Andromeda. During operations on Kepri 5, the Committee encounter Jack at a point in his timeline prior to him joining Torchwood. He works with them as an enabler and afterwards attempts to divert them away from Earth, claiming it has no intelligent life. The Committee eventually discover an older Jack is working for Torchwood. [The Conspiracy]
1914: Suspecting it to be the cause of the sailors mutating into Weevils, and potentially even an influence on the start of World War I, Jack finally disposes of the Red Key by throwing it into the Rift. [The Torchwood Archive]
1924: Jack is despatched to shut down Torchwood India and arranges for all their alien artefacts to be transported back to Britain. [Golden Age] After he’s left, Torchwood India send him the Red Key, the only alien artefact of their collection he had left behind. [The Torchwood Archive]
1928: Jack is imprisoned, tortured and repeatedly killed in Little Italy in New York, after being betrayed by his lover Angelo Colasanto. His immortality comes to the attention of three mafia families who, taking it as a sign, form an alliance to investigate immortality. Angelo, having had a change of heart, helps Jack escape. [Miracle Day: Immortal Sins] In the decades following the Three Families grow as a secret society dedicated to the pursuit of immortality, manipulating global events. [Miracle Day: End of the Road] One family concentrates on politics, another economics and the third media. [Miracle Day: The Gathering] At some point the Families fall under the influence of the Committee. [Forgotten Lives]
1953: Torchwood One operative Norton Folgate becomes an agent of the Committee. He undertakes a mission to 2016 via hard light projection to retrieve the Red Key with an unwitting Andy Davidson, [Ghost Mission] and then passes the Key onto a London gangster, Mandrake, on the Committee’s instructions. The Committee hope that will make Torchwood One go after Mandrake’s organisation, opening a gap in the black market for them. [The Torchwood Archive]
1950s: Norton brings Andy back in time from 2017 via hard light projection to help him cover up his criminal and Committee dealings from Torchwood. The ensuing events result in the death of the head of Torchwood One, the Vicar. [Goodbye Piccadilly]
1950s: Norton boards Flight 405 to retrieve the Lens for the Committee but becomes trapped aboard in a time loop, which he believes Jack is responsible for. [God Among Us: Eye of the Storm]
1960s: Losing the alien technology race against rival organisations, the KVI turn to the Committee for aid. The Committee take advantage of this to build their influence within the KVI. [The Torchwood Archive]
1965: The KVI rebel against the Committee. The subsequent war lasts 32 minutes, during which time the Committee detonates a time bomb in northern Russia, creating Zone 10. The KVI send cosmonaut Anna Volokova as a bargaining chip to end the war. The Committee collect her halfway between Earth and the Moon and later return her to Zone 10 with a message and gift, the Red Key, to pass on to Torchwood. [Zone 10]
1980s/90s: The Committee return their attention to Earth. One of their number goes undercover as the adopted daughter of George Wilson, Kate, manipulating him to become a conspiracy theorist promoting theories about the Committee. This serves as a cover for the real Committee. [The Conspiracy]
1998: The Families discover the Blessing, the centre of Earth’s morphic field, which influences human life spans. [Miracle Day: The Gathering]
1999: Alex Hopkins, leader of Torchwood Three, turns down an opportunity to spy for the Committee. On New Year’s Eve, the fortune teller gifts Alex the Red Key, telling him it would reveal who in Torchwood Three he can trust. She warns him the Committee is coming and someone on his team is working for them. Alex gives in to temptation and opens the Key, giving him visions of the coming crises of the 21st Century including the 456 and the Miracle. This horror drives him to murder the entire Torchwood Three team out of mercy. [The Torchwood Archive] Alex phones Torchwood One whilst he kills his team; his call is taken by Yvonne Hartman. [One Rule] Jack returns from a mission to discover the massacre in the Hub and finds Alex who passes responsibility for Torchwood Three onto him and then commits suicide. [Fragments]
2000s: As an experiment, the Committee gift an infant Weevil to Glynn and Diane Lewis to raise. [Corpse Day]
2003: As part of a plot to incite war on Earth, Committee agent Sophie Rousseau hypnotises a man to commit a shooting in Salzburg. [Uncanny Valley]
2004: The Committee use Ovid Industries, run by agent Eve Trent, to create bodies for them and their agents. An Ovid factory in a town in Wales which was producing duplicates of the town’s population is shutdown by Torchwood Three and Suzie Costello discovers the Red Key in a machine. Jack has her pass it on to Yvonne Hartman, now Director at Torchwood One, who is actually aware of Ovid’s activities and sends a discrete warning to them that Torchwood Three is taking an interest. [The Torchwood Archive] The Committee arrange a car accident which cripples Neil Redmond, the head of international arms company Artemis, by having Sophie hypnotise his driver. The Committee arrange Sophie’s death a week later. Ovid supply the paralysed Neil with an AI duplicate who is secretly loyal to the Committee and working to further their plot to incite war on Earth. On Eve’s instructions, Neil buys Ovid and quietly closes it down, ensuring his secret is safe. [Uncanny Valley]
2005: Yvonne discovers Barry Jackson is using alien weaponry supplied by the Committee to murder his rivals for election as Cardiff mayor, having agreed to act as an agent for the Committee in return. She cuts a deal with him to spy on Torchwood Three on her behalf instead. The Committee has agents across Earth by this point, including one within Torchwood. [One Rule]
2006: The Committee officially designate humanity as pests and authorise the organisation of a hunt in Cardiff, which Suzie becomes involved in. [Moving Target]
2007: During the Battle of Canary Wharf, Ianto Jones is given the Red Key by dying colleague Kieran Frost, who had been instructed by Yvonne to throw it into the Void. [The Torchwood Archive] During the Battle a version of Yvonne arrives from a parallel universe. She subsequently goes into hiding, [Aliens Among Us: Poker Face] and is later recruited by the Committee to serve as their associate. [God Among Us: Flight 405] Later in the year the Families kidnap Jack from Cardiff and test his immortality in Chernobyl. They obtain significant quantities of his blood before Gwen Cooper comes to his rescue. The Families use retcon gas to wipe Jack and Gwen’s memories of the event. [Web of Lies] The same year Jack becomes aware of the Committee’s presence on Earth from the conspiracy theories of George Wilson. Kate Wilson arranges the death of conspiracy theorist Sam Hallett and attempts to frame Jack for murdering George to warn him off. [The Conspiracy] Torchwood Three subsequently unearth numerous Committee plots including crashing the SkyPuncher [Fall To Earth] and Neil Redmond’s duplicate. [Uncanny Valley] After Redmond’s exposure, the KVI deals with five Ovid dolls acting as girlfriends for millionaires to persuade them to buy Redmond’s AI weaponry. Eve Trent confesses her involvement with the Committee to Jack, claiming the Committee hate humanity after discovering bunkers supposedly set aside for their agents were actually just abandoned. [The Torchwood Archive] Working with the KVI, Toshiko Sato retrieves the Red Key from Anna in Zone 10. [Zone 10] She manages to reverse engineer it to cause good luck instead. After two days of using it, she decides the power is too great and undoes her work and retcons her memories of it. [The Torchwood Archive]
2008-09: Torchwood Three stops Committee schemes involving the Lewis family [Corpse Day] and the supplying of brain augmentation drugs to Oliver Milne, a business owner in Splott. [The Office of Never Was] The Red Key reappears in the Hub via the Rift. [The Torchwood Archive]
2009: The Committee arrange several shipments of refrigeration parts to Cardiff via Harwoods Haulage. The same year a Committee member spies on Jack and Ianto playing with their dog, Untitled, and reflects the Committee has decided that human civilisation is useless. [The Torchwood Archive]
2011: The Families place Jack’s immortal blood at both ends of the Blessing, causing the Miracle. The Families manipulate the ensuing global crisis to build a society they can control with agents in governments, the CIA and PhiCorp. Jack and Gwen lead a new Torchwood Team to uncover the Families; discovering their ties to PhiCorp and exposing their agents in the CIA. [Miracle Day: The New World, Miracle Day: Rendition, Miracle Day: Dead of Night, Miracle Day: Escape To LA, Miracle Day: The Categories of Life, Miracle Day: The Middle Men, Miracle Day: Immortal Sins, Miracle Day: End of the Road] At the same time, Holly Mokri investigates the Families and discovers their stockpile of Jack’s blood on Coney Island, which she destroys. [Web of Lies] After two months, with the global economy collapsing and the Families’ manipulations creating the Categories system, Torchwood manage to end the Miracle by infiltrating the Blessing and exposing it to Jack’s now mortal blood. In the aftermath, the Blessing is sealed off by UNIT. [Miracle Day: The Gathering, Miracle Day: The Blood Line] The CIA continue to investigate the Families after the Miracle. [Exodus Code]
2011-2015: Jack discovers the Committee’s ties to the Families. Alarmed by how close they came to destroying human civilisation, he renews his investigation of the Committee. In Omega Centauri, he learns that the Evolved worlds were able to resist a Committee takeover. [Forgotten Lives]
2015: Jack makes a deal for the Evolved to help humanity with a limited experiment with their gift at Bryn Offa Nursing Home. However the experiment inspires them to spread their gift to the whole of Earth and they trap Jack within the experiment when he attempts to stop it going any further. Jack manages to contact Gwen and Rhys Williams who investigate the Evolved’s experiment and help Jack persuade them to leave Earth. Gwen and Rhys resolve to restart Torchwood. [Forgotten Lives]
2016: Wannabe Torchwood member Andy Davidson is manipulated by Norton, appearing from 1953 via hard light hologram, into retrieving the Red Key from a crashed survival pod as a part of a fake Torchwood recruitment test. Norton takes Andy before the Committee, claiming they are the real power behind Torchwood, who communicate via a care home in Cardiff. Norton takes the Key back to 1953 on the Committee’s instructions. [Ghost Mission]
2016-2017 (probably): The Committee arranges the imprisonment of Bilis Manger in the Traveller’s Halt. After over a year, Bilis manages to escape. [Deadbeat Escape] He subsequently seeks to sabotage the Committee’s schemes, describing it as “beef”. He foils their plan to replace three residents of Cardiff with duplicates by snatching them away before their replacement, putting them in a train placed in a time loop. [Dead Man’s Switch]
2017: The Committee sponsor the Navigators’ attempt to drain Earth’s heliosphere, which is foiled by the new Torchwood led by Gwen. [Station Zero] Later that year, the Sorvix occupy Cardiff after fleeing their God vis the Rift. [Aliens Among Us: Aliens & Sex & Chips & Gravy] In the midst of this, Mr Colchester looks into the Committee and visits the care home, but receives little information from them. [The Torchwood Archive] Colchester believes them a spent force. [God Among Us: Eye of the Storm] Bilis Manger arranges the summoning of the Sorvix God to Earth. [Aliens Among Us: A Kill to a View] Committee associate Yvonne takes over Torchwood at the height of the Red Doors crisis. [Aliens Among Us: The Empty Hand, Aliens Among Us: Poker Face] Shortly afterwards the Sorvix God arrives on Earth via the Rift, [Aliens Among Us: Herald of the Dawn] which causes the Sorvix to flee Earth. [God Among Us: Future Pain]
2018: Yvonne releases Norton, who possesses the Lens, from Flight 405 and he rejoins Torchwood. They report they have the Lens to the Committee. [God Among Us: Flight 405] Yvonne and Norton work with the Committee in what the believe is an attempt to finally achieve control of the Rift. [God Among Us: Eye of the Storm] In truth this is the first stage in the Committee’s plan to exploit the Sorvix God to achieve “the Reset” on Earth. [God Among Us: Thoughts and Prayers] As preparations for the Reset go on, the Sorvix God steals Evolved technology from the Committee, which the Committee intended to use to pick their hosts after the Reset, to test the Torchwood team. [God Among Us: Another Man’s Shoes] The Committee successfully manipulate Yvonne, Norton and the Sorvix God to create a tsunami to hit South Wales. In the process Norton becomes trapped aboard Flight 405 again, having actually created the time loop himself. However Yvonne disobeys at the last moment to use Torchwood’s Rift Manipulator and Cardiff’s early warning system to mitigate the disaster as much as she can, [God Among Us: Eye of the Storm] however Cardiff is significantly damaged by floods. [God Among Us: A Mother’s Son]
2019: The Committee exploit the disaster to take control of Cardiff via the Disaster Recovery Committee and publicly discredit Torchwood, [God Among Us: A Mother’s Son] seizing the Hub from them. [God Among Us: ScrapeJane] With the Sorvix God’s powers inevitably going to wipe out Earth due to the conflicting prayers and desires of humanity, the Committee plans to use God to ensure the people they choose survive the cataclysm, unaware she has transferred her power to Orr. At the same time the Committee set up their own Rift Manipulator in the Hub to enable their “final form” to arrive on Earth properly via the Rift. Yvonne stops their plan by using the Lens to direct Orr’s power through the Rift, devastating Erebus in Earth’s place at the cost of the Hub. Torchwood is forced to go on the run as Committee members on Earth seek revenge and the government blames them for the whole damn mess. [God Among Us: Thoughts and Prayers]
The Future: The Committee have finally been destroyed. During a war between mankind and “the enemy”, Jeremiah Henderson visits the Torchwood Archive to learn how the Red Key works, giving the Archive a fake key primed to destroy it as he leaves. He rendezvouses with Norton, intending to use the Key to access a pocket universe where the Committee had backed up their consciousnesses. He and Norton hope to revive the Committee and steal their money. [The Torchwood Archive]
