Both producers have their critics and I don't think anyone would put either as no. 1 on their top producer list. I was wondering when focusing on positives who comes out on top?

There’s a horror movie called Alien? That’s really offensive. No wonder everyone keeps invading you.

Williams: he produced some great Who and his decline was largely down to forces (and lead actors and script editors) beyond his control. I find the stories from his tenure to be mostly clever and witty and adding to the known lore of the show. JNT started out really promisingly (Season 18!) but rapidly went on to produced stories that were largely workmanlike and routine, and which frequently rested on the show’s laurels. Obviously he produced a few classics but I find that his seasons have a larger number of troughs as he went on with the peaks getting further and further apart.

Williams pros;
K9, Romana, Key to Time, continued contributions from Hinchcliffe era (Horror at Fang Rock, The Sun makers, Image of the Fendahl), City of Death. Kept retaining monsters to a minimum
JNT pros;
Dialled down the pantomime humour of season 17.
The E Space Trilogy
Cast 5th, 6th, 7th Doctor
Return of the Brigadier
Nyssa and Ace
The Five Doctors
Earthshock, Kinda, Mawdryn Undead, Enlightenment, Frontiers, Caves of Androzani, Vengeance on Varos, Revelation of the Daleks, Remembrance of the Daleks, Greatest Show in the Galaxy, Ghostlight,Curse of Fenric
I think JNT did more good things than Williams but also far more bad things, if that makes sense.
