IIRC, the word was he DID pitch a Vastra/Jenny show but the BBC baulked at the costs of it having to be sci-fi AND period drama. It was also about the time the ratings declined with Series 9, so there was probably less cache from the BBCWales side to come in with.

Her story was, sadly, re-written off the cuff when RTD realised he could get Tate back. Freema was all set for two seasons but let go to accomodate the bigger name. Now, in retrospect and all things being equal...GOOD. Donna is my favourite modern companion bar Clara and the show became bigger than ever.  But it doesn't alter the fact Freema lost out on a second run. RTD did of course give her the comeback eps in S4 and Torchwood so Freema didn't lose work or money so it's the classiest firing possible. The opposite of Colin Baker's.  It's - along with Chris leaving - one of the more interesting things I think we could have documentaries about on eventual "The Collection" sets for New Who.  Russell did originally have a plan to bring another bigger name in, to play a new character called Penny knowing this would likely be the swansong for him and Tennant in terms of a full series. But when Tate said she'd love to come back and not in the way that everyone does just to be nice, he wiped the slate. It's kinda interesting - his words in his own DWM column, interviews and The Writer's Tale are all needed to piece the story together. And Freema has been classy about it at Q&As, again focusing on the fact she got the S4 and TW gigs rather that let go. 

So we'll never really know what the FULL Martha story would be. I don't think 2 seasons of unrequited love would work.So maybe she would have went off with Dr. Tom. Certainly makes more sense than the BS ending of sticking her and Mickey together.

It'd be a great drama...for us. But the public wouldn't care nearly as much as the origin of the whole show which had many little stories inside it from the show being progressive almost by accident in having Verity and Waris to ignoring Sydney Newman over The Daleks, there was stuff in there that just made good subplots. Not quite the same romance when "we need to save money for Eastenders, and American telly is making us look cheap" is the real enemy. 

There would be a few Who related stories that made a good drama (Troughton keeping an entire secret second family, anyone?) but few that would be upbeat and positive while having poignancy like AAISAT did.
