I really don't see the point.
Never been in a school where they had them, despite moving around many times when growing up. There was the rare occasion where someone was sent home for wearing something inappropriate, but that was it.
What other people wore wasn't distracting, or at least, any more distracting than my complete boredom. I didn't observe a single problem result from dress. So I really don't see the point.
Further, I think that if a child is trying to always wear the latest fashion or something, well, that's something between the parent and child. Not between the government and the child. And personally, I could've cared less. Jeans and a t-shirt. Jeans and a long-sleeved shirt. Whatever.
To this day, I pretty much dress like steve jobs, minus the turtle neck. Jeans and a black waffle-knit long sleeve...or jeans and a black t-shirt.
