Isn't it arrogant to presume that we both can, and to presume fandom want us to?

Hmm... I think the biggest one is -- accept that other people have differing views and that opinions are not objective truths.

No assuming you're a better fan because you've been around longer. That too. Just because you know more doesn't mean you should discourage people who know less. It's why I always try to point people towards more obscure pieces of Whodom I've found. Share the love, basically.

Listing the ills does not make something better.

Hey everyone,
How can we have a better fan culture? Mass extermination followed by ruthless oppression of the survivors.

I wish my employers had a better fan culture. The office gets really warm in summer.

There’s a horror movie called Alien? That’s really offensive. No wonder everyone keeps invading you.

The simple answer is to be better fans.
I have a list of things I hate about fans, but I have been making a real effort this year to be positive so I shall make them a list of aspirations:
1. Be grateful for what we have and accept that it has limitations.
2. Celebrate the hits of your fandom, commiserate the misses.
3. We are all different but have fandom in common.
4. Background knowledge shouldn't be a barrier to enjoying your fandom or other people enjoying your fandom.
5. Play the ball, not the fan.
6. Accept that others enjoy things that we don't.

IT WILL BE THE GREATEST EXPERIENCE EVER BEHELD BY DALEK FANDOM. THOSE WHO RESIST THIS SCREENING WILL BE CRUSHED. ENJOY! ENJOY! ENJOY!"

That's not a marathon for a day, that's a marathon for 3days.

As I said, these Dalek fans are intense.

I don't think it's arrogant to want to change things for the better, particularly given how toxic and unhealthy geek culture can be.

But I do assume I'm the biggest Doctor Who fan, I am by far the biggest who fan I know of in this area. And I assume I'm the biggest who fan on these boards, I could be wrong, but at 6'5 425 pounds, I'm wagering I'm the biggest, anyone wanna bet against me.(and since the UK doesn't use pounds to weight things, it would be easier to move the tardis, than move me, i weight aprox. what King Kong Bundy weighed in his prime.) Now if King Kong Bundy is a who fan, i might not be the biggest.

I've felt myself becoming more of a gatekeeper as time has passed.

Seems to me like a lot of fans are either or fans. They like the new series or the old one, though not both.
Still, a lot of fans are also fans of both.
So 3 possible fan bases from just the tv, and we ain't added books, audio, or comics.
Lots of diversity in the whoniverse.

Maybe we can achieve good fan culture if we try to stay having fun with it. (If you find yourself in a street brawl over whether phasers or photon torpedos are superior, or writing e-mails threatening to put bubblegum in Steven Moffat's shoes while he's asleep, you have possibly failed at this).
