This might be old news, but I can't find a thread on here about it. A lot of local libraries offer downloadable digital audiobooks, and some of these include various Doctor Who titles.
It's worth checking out your local library's website to see if and what audiobooks they have. If you aren't already a member, some now let you join the library online without having to physically visit one.
Also, some libraries let you join when you don't live in their area if you have some other connection like working in the area. So if you live in one town but work in another, you might be able to join two different libraries and get both of their offerings.
I'll give the specifics of what my local library's offering, but of course yours may be different.
Mine offer them using BorrowBox, and they have an impressive variety of actual audiobooks and BBC radio dramas.
Of relevance to this forum are the many audiobooks of Target novelisations and of various DW novels from the 90s to the present day.
They also have the Torchwood BBC radio dramas and The Nest Cottage Chronicles, the full collection of the DW audios Tom Baker did for AudioGO before he finally started doing Big Finish.

Overdrive (UK at least) also have quite a selection of NuWho (10th and 11th) audiobooks as well as some of what used to be the Radio Collection of lost story soundtracks. It pays to check for new stuff every so often!
