I really liked Maureen Lipman as The Wire. Who knew Watch With Mother could make for the basis of an entertaining villain?

There's a couple of other performances that are debatable whether they're recurring - Jenna Coleman as Bonnie (she's a Zygon so technically recurring...), and Sam Spruell as Swarm and Rochenda Sandall as Azure (suppose they could be recurring if you count the stories individually or non-recurring if you count Flux as one story).

Slight cheat considering he’s of Big Finish and not the television series but I rather liked Andy Secombe’s turn as Mr Shift in The Mind Runners/The Demon Rises.

Tony Beckley as Harrison Chase instantly came to mind. Beckley pitches it perfectly, balancing both menacing and chewing the scenery, having the time of his life. A pure human villain who’s completely unhinged.
I know it’s not a favourite, although I adore it, but Reece Shearsmith as Rassmussen in Sleep No More is high up there for me.

Also came here to say Harrison Chase. He was one of the few villains who you could genuinely imagine meeting: sane enough to achieve the wherewithal to carry through a completely bonkers plan.

Picking one from each: I'd have to go with Eldrad from Classic -- specifically the first version, before they regenerated into a profoundly boring evil monster (such a disappointing twist -- but, perhaps, that disappointment is part of what makes them so memorable. Eldrad starts out full of potential, an uncharacteristically nuanced antagonist. And then....); and the "Dream Lord" from New -- not exactly the most interesting or original of characters (he's basically the Master by another name) but, goddamn, it's Toby Jones, an actor who never fails to deliver an incredible performance, particularly as smarmy villains.
Gonna try to think of one from Big Finish, too, but that's a bit harder as it's all-but-impossible to discern who is and who is not a one-off character (and for those that are one-offs, there's that looming inevitability that it's only a matter of time). Those that most immediately leap to my mind don't feel like they'd qualify, despite being one-off characters, because they're portrayed by actors with famous recurring roles: the treacherous Lord Burner (Colin Baker); the vampire Lord Prydon (Geoffrey Beevers); the mad Isaac Newton (David Warner).
Hm....
Yeah, I can't think of one. Best I can come up with is the Word Lord (love that concept, back when Big Finish was really playing around with the audio format) but he appears in two different stories.

The Dream Lord was fantastic, but not as good as Toby Jones is as Culverton Smith in Sherlock- because that was even more amazing. The Zygon rebel leader from Zygon Inversion. The "Family of Blood" of course!
I would also like to mention "Salamander" because I really like Enemy of the World. And how could we forget the villains in "War Games"?

And I am surprised he hasn’t made a re-appearance. I thought it was stated at the time of release we would hear more from him…but if it continues being in the Fourth Doctor Adventures he could have already recorded multiple stories…

Well it is not surprising you might not remember Toby Jones from Sherlock- because he appears in the episode where the show goes, after a few previous near de-railments, completely off the rails.
I mean, after the elaborate and most awesome car chase headed by Mrs. Hudson- not much is going to stick anymore (and we do not speak of the ending of the episode).
But Toby Jones is fantastic as a sadistic and deeply unsettling serial killer. I loved every second of it.

There can be only one! They say the Inuits have 40plus words for snow. Kevin Stoney as Tobias Vaughan in The Invasion has 347 different ways to say "Packer", and each means somethin different. Absolutely wonderful.
