I don't mean a throwback in terms of plot (Holmesian, Cartmel-esque etc), I mean how would you feel if a Ncuti episode tried to recreate the look, feel, even production value of a typical Classic Who serial? Possibly cute, or a throwback too far?
If you did want it, would you want it to be a 'normal' story that happens to look like that, or would the aesthetic have to be justified by the plot in some way?

Definitely not for a 1st season it needs to establish it own identity beforehand
However later on as a possible variation on this though how about an EP broadcast "As Live" as possible.

Regards mark687 Moffat was asked in his DWM column about a live ep when the soaps were doing one. He said something like it was OK for soaps as they are essentially scenes you could do on stage but Who requires perfect lighting, effects, sounds, CGI and the like that would just be silly to either attempt live or leave out and do an episode without all the elements that make the show. Lots of effort for no real reward was his phrase I think. It COULD work, a la Quatermass 2005 but...again, "why?" seems the question. As for a retro episode? That seems easier - the Doctor can visit a planet where tech IS retro, walls are thin and paper mache IS abundant. You would run the risk though of people not getting it and the show just looking cheap for no reason. Star Trek has done it a couple of times with TNG and DS9 both showing you the classic Kirk TOS era NCC1701 Enterprise bridge.

Oh jeez, I'd love an episode like that. They could even split the difference with their fanbases, tell the newer audience that the Doctor is stuck in a world that looks like the 60s because it's a construct of the villain or the villain's mind or something like that so there's an on-screen explanation for them without having to look deeper, while also winking at the more 'hardcore' fanbase by then just doing the episode in B&W, cheap film stock look, budget props, and so on.

If was a self referential and ironic storyline with a dash of tongue in cheek humour (NOT another Love and Monsters....) and a great deal of affection added to the mix...then yes, it could be a fun way of marking one of the show's anniversaries.

I'd love to see nuWho try a classic style 4-6 part 25 min episode structure, with cliffhangers. They could air 2 episodes in one evening, perhaps with another bbc show sandwiched in-between.
I'd love to see the Doctor visit a pocket universe where everything looks like a 1960s version of the future, or perhaps somehow become trapped in a 1960s TV show, a bit like the movie pleasantville.

Hard to say when it comes to that live Quatermass remake from 2005 whether we could consider that a success or not. Certainly was a novelty for the time but I think upon reflection it’s a prime example why not everything is shot live these days.

To be honest, now that the Mouse is involved I could definitely see them attempting such an idea. Probably in the vein of something such as WandaVision.
Although to be honest, the self aware nature of such an idea just isn’t for me and rather irks me nowadays. More often than not it comes across less like a loving homage and more sheer smugness.

If they could get Sean Pertwee to play his father's role, and shoot a multi-Doctor story where the Pertwee Doctor is shot multi-camera, and the modern Doctor shot in the new style, then yes.
Or something like that, where doing so would enrich the experience.
