Mike Curtis likes having official crossovers in the Dick Tracy comic strip (the Spirit crossover is highly recommened). If he can't do it officially, he'll do it unofficially. Or get permission to use real people. Or, just use real people's names for characters.
In the last few days, we've been introduced to "Patrick Throughton" (sic). And now we meet sinister drug lord "Jon Pertwee"...

I wasn’t even aware Dick Tracy was still going.
Last I heard of him, he was in the middle of rescuing Little Orphan Annie or something.

Yes, he rescued Annie some years back, and she and her supporting cast have become recurring characters in DT (she's best friends with Dick's granddaughter the half-alien Honeymoon). And, this year, it's 100 years of Annie, and Daddy Warbucks is looking to get Dick to finally track down her real parents.
