Tom Baker's 4th Doctor was framed relentlessly as a deeply eccentric, unpredictable character... who also woke up every single day of his life and decided to wear the exact same outfit he wore every other day of his life. Well, that's just a ridiculous thing to say. He changed to a second outfit after barely even 6 years!

I’d call him wilfully eccentric rather than anything else, he wore what he does in order to say “LOOK AT ME! I’M ECCENTRIC!”.

Eh, I don't really think I buy the idea that the eccentricity was some kind of deliberate affectation. I could see that working, maybe, for the 3rd Doctor, who spent so much time in 20th century Earth, but the 4th Doctor was consistently visiting vastly more alien locales, where his costume wouldn't convey the same meanings to the native inhabitants that it did to, you know, the 20th century Earth audience watching the show.

Is it possible that Pertwee and Capaldi are the only Doctors who had more than two outfits? 4th's outfit in Talons is a 1 off I think which would make 3 for him? and Technically 1st had multiple changes of clothes. Regards mark687

Is it possible that Pertwee and Capaldi are the only Doctors who had more than two outfits? Matt smith had 4 versions- Series’s 5, Series 6, Series 6/7A and Series 7b McGann had 5 versions- Tv Movie, DWM Variant, Dark Eyes, TLV Variant and NOTD Costume

I don't know that the opinion I'm about to lay out is especially odd or unpopular, but I've done a rethink after watching Timelash again:
It's clear that the Pertwee Doctor visited Karfel in the past, and possibly helped set up the treaty between the Bandrils and the people of Karfel, especially since there is a portrait of Pertwee's Doctor on the wall.
I've previously assumed that the Doctor and Jo Grant visited Karfel at that time, but now think it was post-Jo Grant.
Yes, there is a resistance fighter with a locket containing Jo's picture, which she got from her father. But would the Doctor have given away that locket during the time Jo was still with him? I suspect the Doctor gave it away because Jo's departure was painful, and the locket had become an uncomfortable reminder.
The locket is used as a test with Peri, to see whether she really came with the Doctor. But it's also noted in the episode that the Doctor's visit to Karfel was taught in schools until recently. So if Jo had been with the Doctor, then her name would have been common knowledge. However, if Jo had not come with the Doctor on that visit, then the locket would indeed be a good test, since Jo's name and appearance would have been private knowledge shared with the resistance fighter's father.
Tekker also comments "Only two of you?" to which the Doctor quips that he's traveling light this time. It could be a reference to his travels in his previous incarnation with three companions at a time, but it could also imply that Pertwee's Doctor arrived with more than one person in the Tardis. Sarah Jane and another? A pair (or more) of UNIT members? Or companions never seen on screen between Jo Grant and Sarah Jane?

The short reddish jacket from his early stories (see Robot)
The brown jacket, with tartan scarf and tam-o-shanter from Zygons
The same dark brown jacket, but without the Scottish touches (see Stones of Blood)
His light tweed jacket with ducks (see Morbius and Kroll)
His Talons outfit
His Burgundy outfit from his final season
As well as the few times he dressed up or disguised himself (right after regeneration; as a mummy; in formal robes in the Panopticon; to hide among the Graaf's bodyguard in Ribos; with a disguise in the Leisure Hive)
I also have a memory of him in a florid waistcoat, but can't remember the episode.
