Can't really fault old Uncle Terrance on his views, he is one of the standing pillars of the classic Who principles. It's not an unreasonable stance for him to take either, this is a man who had topless waitresses, a brutal decapitation, vivisections and drug smuggling in his novel Shakedown, but the Doctor himself always remained family friendly. He's an alien, so to him kissing a human would be like a human kissing a dog. Then, of course, you get into the Eighth Doctor who seemed to embody all the human qualities that his predecessor lacked, including something of a libido which made sense for that incarnation.
Hmm...
I guess it makes more sense for some incarnations than it does for others. It got a bit ridiculous by the time of the Eleventh Doctor though, I'm glad it's mostly dropped off since Capaldi took over. I can safely say that normal people do not act like that and there are those of us in the world that go: "Oh, that. Yes, that is a thing that happens to other people." I do like the unintentional Aesop that the old series held which was that it's okay just to be friends and have no sexual component to your interactions with the opposite gender.

I'd have to agree with Moffat on this one. There isn't any sex at all in Doctor Who.
