It seems to me that the Fifth Doctor doesn't get used as much as the rest. So my question is, in everyone's opinions, which Doctors NEED more attention from Big Finish?

I think 5 is just fine but probably has had the least development of all the classic doctors, it's 8 that seems to get short changed these days with just 2 releases a year.
but 3 is the most underserved era but things for that are improving

It's still 8h, spread out over eight episodes. Consider: there are 12 MR releases a year, or an average of four per classic doc. And each one is about 2h on average. However, they also have had the occasional box set or separate release, so I suppose they get more time than McGann, but only just. (Similarly, the great Tom Baker has a series plus occasional extra releases). Still, I'd happily take more McGann. Hell, I'd take more from all of them so long as my wallet holds and they had the capacity to produce at a higher rate.

I think we could certainly do with a bit more Second Doctor and Third Doctor stories, though I think that problem has been addressed by recent and upcoming releases.
I'm hopeful we'll hear of a War Doctor Volumes 5, 6, 7 and 8 sometime in the future. There's a lot you can do with an incarnation of the Doctor who's meant to go against everything his name stands for and I'm skeptical we've heard it all yet.
On the Eighth Doctor, I think the current setup works for now. I'd like to hear more from Paul, naturally, but I also like how the current "two box sets a year" schedule makes his stories more of an event or ongoing series.

We need more David Warner! This is true in all situations. You can never have too much David Warner. I'd love to hear more from Carolyn Seymour as well.

Ten. Three might be starting to catch up to the rate of other Doctors on audio, but I'm not sure what we can expect yet for the Tenth Doctor.

The 10th Doctor definitely needs more. Wish Big Finish would hurry up and announce some future stories. I need to preorder a volume two!

I'd say Third Doctor but that's now being rectified with these Third Doctor Adventures, i always want more Eighth Doctor me as i love Paul McGanns portrayal of the Doctor.

Ooh, actually... With the most recent volume of The New Adventures of Bernice Summerfield coming out with David Warner starring as his own peerless incarnation, it occurred to me that after all this time I would still love to see more of the Eighth Doctor and Benny together in original tales. We only heard them together on audio for thirty minutes, but the wonderfully unique chemistry of both the characters and actors shone through rather marvellously. There's already a gap after Benny's Story to stick them in by Professor Summerfield's own admission, so why not continue the trend with a special release?

With the Fifth Doctor there are far less opportunities to do something special. From Castrovalva to Caves of Androzani you have a chain of overlapping companion tenures, with precious few periods where he is without a companion (lampshaded in The Gathering, when an in-universe fanboy is trying to place when this takes place for the Fifth Doctor). One of those times had to freeze time for the Doctor's present companion to allow him a trilogy with just a new companion!
Peter Davison also seems more comfortable with what's familiar. It's noticeable that he hasn't had a new companion for years (the fumbling of Hannah Bartholomew aside, that's another story entirely) and most of his stories involve his TV companions, especially Sarah Sutton (even the Erimem stories also had Peri as a companion). Fewer Fifth Doctor stories are experimental or different compared to the other Doctors and the only Special Release for the Fifth Doctor in recent years was when Matthew Waterhouse came back to play Adric again.
