I'm not sure whether this is a continuity error or whether it's people forgetting this one scene (no pun intended), but in The Impossible Astronaut when Amy goes into the bathroom she remembers seeing the Silent she saw earlier by the lake. Also, the woman Joy 'remembers' (she appears to have more difficulty remembering) the Silent every time she looks back at it. The point I'm making here is that people forget the Silence when they aren't looking at them but then remember previous encounters upon seeing them again. As I say, I'm not sure whether this is a continuity error, as I don't recall this remembering state ever happening again; but as it did happen, it would prevent the Doctor meeting the Silence at any point prior to his younger self in The Impossible Astronaut/Day of the Moon, as he would remember them when he does meet them in this story, which he clearly doesn't. I think over time you forget even more. Remember, when the Doctor looked at a Silence in Wedding of River Song, he says that he always wondered what they looked like. He also explained to Canton, Amy, and Rory that over time you even forget information about the Silence. I suspect that he would have forgotten about any encounters with the Silence in earlier incarnations. Oh good. As we were then.

The only thing is that the Silence will almost certainly not be in Vol. 2 (nor will the Angels, Sycorax, Judoon, etc.) because all three monsters appearing are new to BF.
I'm betting on Headless Monks, Vashta Nerada and... Carrionites, I guess?
I still want to see a story where the Porcians invade Tivoli, though.

Which Doctor would it work for though? I think Tom Baker could deliver some great lines. It might also be well suited for an earlier lighter-hearted McGann. Or, if McCoy did it, he could be constantly frustrated about how he made X,Y,Z, plans to save everything, but they are constantly going off track because both victim and attacker are utterly incompetent, therefore not behaving as expected.

I say Paul McGann. He hasn't had enough comedic releases and Colin and Sylvester have both faced the Porcians already. He also has the right mix of sarcasm and wackiness for it.

Its been a while since I've seen The Impossible Planet/The Satan Pit, but did the Doctor not know what the Ood were. I remember he misunderstood them when they said that they "must feed," but it isn't exactly unusual for Ood to turn evil for whatever reason.

Fingers crossed. I could do with a proper hilarious comedic episode. Too many, and you water everything down. But now and then, and I can see them as standalone bits that don't "take the piss" as it were (that is if I understand the British expression correctly....)
