If what I've heard has any level of truth to it, a few eyes in certain places have been opened by just how popular the Big Finish Torchwood revival has been, and just how well it has consistently sold, and that has opened doors to the discussion of the potential viability of bringing it back in some form. However, right now, Class is a bit of a stumbling block, which has also been described in short-form (accurately or not, I can't say) as 'Torchwood with teenagers'. It's also pretty well known that Moffat had long desired his era's own Who spinoff (after all, RTD got two up and running during his era), and the view has, allegedly, been expressed that reviving the former spinoff would run a very real risk of undermining the new show and potentially suck ratings and attention away from it, when it needed every bit of each it could muster. The latter of which would be a reasonable concern if the new show wouldn't have already aired its first series, and if picked up for more, may well have aired a second series as well before any purported Torchwood revival would get close to hitting screens, so any concerns of over saturation seem a bit unwarranted, at least from the outside looking in.
All that aside, Barrowman is doing himself, and his case, no favours by airing anything publicly, regardless of the truth, or not, of the situation. Such antics are only going to harm any push that exists for the show's return from those who currently intend to be in business with Moffat on Sherlock and other projects long after his Who tenure ends, and who, if it comes down to it, will prioritize that over what would likely be seen as niche programming with any kind of a Torchwood resurrection.
