Likely a McCoy era vet, so one of the Cartmel lot, or Cartmel himself. Smith is a possibility, after all, he was the original fanboy turned writer of the series.

Now, I don't doubt his talent, but Dicks is not a spring chicken, and writing Quick Reads is very different to writing a prime time television episode like New Who. He hasn't had a screenwriting credit in how many decades now?
One name I'm surprised no one's brought up: Bob Baker. Oscar winning, familiar name to non Whovians thanks to Wallace and Gromit and, duh, a veteran.

I've done some light research. Derrick Sherwin funnily enough wrote 2 books in 2014. Malcolm Kohll also written some things, ever since he's been in South Africa.

For me, its not going to make any difference who the writer is, or what they will write. The author will not be writing for me, they will be writing for you. For the show, as it is today! Even, if it were written with a "Classic" "style", it'll be rewritten by Moffat and co. There will be no characters, plot, or worthy dialogue. They are not going to upset the rhythm of the series by crow barring a classic style episode in there!
