I love The Wrong Doctors utterly, but I think The Kingmaker just pips it to the post. I'm not a fan of historical stories generally, but every aspect of this story is careful crafted and clever and just so wickedly funny that I can't help but rank it as my number one.

The Holy Terror
I remember almost crying when I first heard it - Doctor Who was dead. There was no chance of it coming back after the McGann movie flopped in the US but this one release showed that not only did the show survive in some form but that it was expanding the meaning and form of what Doctor Who even is. Colin Baker, the Doctor the public bash the most - showed in 2 hours that he was the equal of any actor to play the role. To this day the story gives me chills.
There have been others in the (oh God) 15 years since that I adore - and they're maybe obectively better than Holy Terror - but none can usurp it for me because of what it meant and continues to mean to me.
Hon. mentions for Excelis Dawns, Master, Chimes At Midnight, Home Truths, Find And Replace, The Scorchies, The Kingmaker, ...Ish, And The Pirates, Jubilee, Legend Of The Cybermen, Forty Five, A Thousand Tiny Wings, Scherzo, Human Resources, Other Lives, Lucie Miller/To The Death and about a dozen others I wouldn't want to lose for love nor money.

probably the Foe From the Future
though there are many strong contenders - especially the Pirates which manages to be one of the silliest releases, yet at the same time is also one of the most serious releases providing an incredible contrast within one story.
