From his outfit and the set, I think that's Tom having a bit of fun while recording 'Late Night Story', a series of VERY macabre story readings broadcast (late at night, obviously) on the BBC in the late (night) Seventies.
They're included on 'The Armageddon Factor' DVDs in the 'Key to Time' box set and must be one of the best non-Who-related 'extras' in the whole range. For fans of Tom and very creepy stories, of course.
Realizing that my family’s annual Christmas tradition of writing bizarre and cryptic riddles on all the to and from labels ( instead of writing the name of the giver and recipient) on all the presents that somehow relate the gift they are for and not letting the recipient open the gift until they try to solve the riddle ( yes Christmas gift exchanges in my family do take several hours for this reason)is something either the Doctor or the Celestial Toymaker would definitely do😄🎁🤔
